Referring to your Confidential Despatch of 30th. April, I have the honour to transmit the Report of the Proceedings of the Standing Law Committee on the Full Court Bill which was laid before the Legislative Council at the meeting held on 6th. June together with a report of the debate on the Bill which took place
on the same date.

In view of the opinions expressed by the three
Uno fficial Members of Council and concurred in by the remaining Unofficial Members, I informed the Council that I would for the present leave the Bill in Committee and forward a report of the
debate to you.

I may add that I concur in the views expressed by Messrs. Osborne and Stewart, and I will, if you so desire, submit to Sir Henry May proposals for the appointment of a Third Judge, which will, in my opinion, tend to the increased efficiency of the Courts of the Colony generally at no great cost, and which
could be embodied in the Estimates for next year.
